Default 2000 Prelude F22 Swap....

Does an F22 bolt directly into a 2000 Prelude?

Looking for the CHEAPEST engine available (car has no motor right now).

For an H22?

It may be a 97 not 2000 we're unsure. I've never messed with Preludes before.

What's the sense of down grading your engine?

does this need to pass emissions? if not, you could drop in either an h22a (jdm), h22a1 (obd1) or h22a4 (obd2). if you do need to pass emissions, you can put in an h22a4, but be aware that '97 & '98 models had slightly different emissions setups and you will need the matching ecu to whichever motor you buy.

No need for it to pass emissions, just looking for the cheapest motor I can throw in it. Not worried about downgrading.

An F22 will work, it'll drop right in, you might just have to fiddle with wiring, but it has to be an OBDII F22.

Does it matter which F22? Do they ALL bolt in? Tranny and motor? Wiring won't be an issue it will probably all be entirely stand alone.

The mounts are not totally the same. To get an F22 into a Prelude you either need to toss a couple bolts out of the H22 mount (that attaches to the engine, the other half is not an issue) or use a 1990-1993 Accord engine mount, the one that bolts direclty to the F-series blocks. In other words: F22A engine mount, part number 11910-PT0-020:

Three out of four bolts is better than the alternative.

Grab the harness and the ECU and swap it all, otherwise you'll be cutting, lengthening and splicing wires to get connectors to sensors. The exhaust might not line up very well either. B-pipes are different. Good luck.
