Default 99 cl trouble

ok im looking into some trouble for my friends 99 cl that has the 2.3l (f23a?)&manual tranny...

when it hits 3k rpm it boggs then starts to buck alittle like its getting choked out, this is in every gear. i dont believe the ecm has been tampered with. he said he had it looked at and they said it was a bad vtec sensor.
to me it sounds about right but, idk 3k rpms sounds a bit low for vtec to kick in. the only other thing i could think of is a bad speed sensor. does anyone have experience with this? also, i really need to know where the sensor is located if anyone knows. im a complete noob with hondas and any help is much apprecated

TPS sensor going bad?

its a possibility, however the code thrown was for a vtec sensor. apparently it was cleaned out to see what would happen, the ses light went out and it stopped...for alittle while.
does anyone know where the vtec(cam) sensor is located?
