alright when my switch is set to low beam its on high beam and on the high beam its low...

i dont have a clue where to start looking.

Have the wires in the headlight harness been messed with?

 

i dont know i just bought it and the first speed on the windshield wipers doesnt work only low and high

 

The first speed is a non adjustable delay. Sometimes nice to have but not really needed. Like the previous guy said it really sounds like the wires on the head light harness have been swithed around. Your high beam indicator light comes on with low beams, correct?

 

For the first wiper speed it's either the switch or there's a delay relay under the dash on the ( i wanna say left but not sure) side.
