When you're driving a Tuned Civic, what was once a low-key, Fuel Efficient, Slow-Mo Nothing, becomes a Loud, Snarling, Quick predator of the highways. While they don't stand out like Corvettes and Ferrari's...COps are AWARE of what these cars are once they are tuned and hooked up (Believe it! One time I was arrested after a chase, [They caught me going home, not my actual car] and when I was brought back to the station, they sat me in the debriefing room..lead officer of the GTA Division in Newark asked me a **** load of questions, and showed me how they profile Racer's as they call us, they know alot more then u think they do about what we drive, HENCE why they are fully aware that they can't catch the majority of us, and Jam us up when we're not expecting it for the benefit of surprise.).
It comes with the territory, you drive a souped up car, you attract more attention, including attention you don't want.
I made it my business to build every car I have with the cops in mind. ALL of them are black, 5% Tinted, Black Rims, at one point I would aim to put runflats on all of them but that got a tad expensive, Radar detectors, GPS, Wifii, and enough horses under the hood to bounce from a deadstop or from a rolling start.
I don't PROMOTE running from police..OBEY THE LAW, but around here pulling over isn't always the best bet, these cops are Crooked, and I've lost alot of friends to their BS [Last year they shot up my boys Civic in a gas station, said he was attempting to flee...he wasn't. His car wasn't even started, HELL HE DIDN"T EVEN HAVE HIS STEERING WHEEL ATTATCHED>.but he was flee'ing? yea right..] and I refuse to be a victim. I drop gear and take ***, get it home, Drop the plates, cancel registration and insurance for a week, go through the process again and re legalize my joint and i'm back out there again despite the car looking the same paintwise.

I'm not exactly sure what you are asking... Breaking the law will get you pulled over. Fitting any "punk kid" stereotypes while breaking the law will get you pulled over even faster.
I can't comment on SoCal Hwy Patrol, but out here these are some of the things:
- Speeding
- Tags that appear altered or improperly attached (hanging, zipties, etc.)
- Safety issues (out headlight/taillight)
- Mismatch body panels/colors
- Overly dark tinted windows
- Excessively loud exhaust
So knowing this, and driving a Honda, I avoid as many of them as I can.

There's a ton of reasons. Go to the DMV. They have a little book of laws with section codes and everything (Or at least they used to). There's all kinds of stuff in there and it's good to know the law anyway.
in other words, what makes highway patrol suspect you have something illegal under the hood? (illegal swap, etc) do they just assume you have something illegal if you look flashy enough ?

He was TOLD to exit, Seeing as how he was JUST getting into the car prior to them coming, only thing he had on was his Seat Belt, steering wheel wasn't even bolted back on..
He was told to exit, he reached down to unbuckle his Seat Belt and they Opened Fire on him..

To the OP your relative is thinking about getting an illegal swap and you ask why HP would pull you over. That is why because they are looking for ppl breaking the law. That's their job. Of course a body kitted Pheonix Yellow anything with 140 db exhaust attracts their eyes/ ears more than a stock height, stock trimmed vehicle. I always keep 5-0 in my mind. I do this by adhering to every regulation. 10&2, Seatbelt on, all factory head/taillights operational, light tint, valid inspection/ license/ ins. and keep my racing anyone else to a track. Granted I will whip my own *** around town, but besides a speeding/ reckless ticket thats it. We have no I/M testing here but profiling happens everywhere. I was once in Houston late night in my DC like 3 a.m. and was pulled over while breaking NO laws. I had all necessary documentation. When I aksed the officer why he pulled me over he said, " I pull over every Integra I see after midnight. Either they are stolen or the occupants are up to no good." This opinion is forming against "Tuners/Racers/ Ricers/ Honda Kids/" whatever they call Honda enthusiasts while opinions about muscle car era cars and exotic cars are exactly opposite. 50 big block cars get together and its called a cruise in, 25 exotics in one place and its a car show, but 50 Hondas in one place looks like trouble. There is a reason for that.
I've been pulled over for using my E-brake, for avoiding a 6" deep pothole and for not driving on the shoulder. Some cops don't need any more reason than because they just feel like it. There's nothing anyone can do about it short of recording a video of all your driving up to being pulled over.
Im sure something as serious as an unwarranted police shooting would have hit the news, and being that this was such a good friend of yours Im sure you know where to find this info. Please post a link, I would like read the story about how the police killed an innocent fugitive.
The bottom line is police (they're only human)do make mistakes, but they have to assume everyone they pull over wants to kill them. If you do something as stupid as run from the police for a traffic violation you deserve what you get.
There was a man that died shortly after catching a tazer (because of all things he was running from the police, imagine that). There was all this contraversy over police brutality.....then the coroners office came back and said it was a drug overdose of cocaine and alcohol. If you run you just look guilty of something so dont do it if you dont want to be put in a potential lethal situation.....Not to mention all the innocent bystanders you put in harms way, you selfish degenerate *****. grow up
The best advice is if you want to drive a modified car, you have to be prepared to face the music in the event you get stopped. I own three Hondas, and of the five total I've owned in my life, I've learned to man up and accept the consequences of driving modified cars. Yeah, it's fun to drive around with the loud exhaust, sitting 2" off the ground on some sliced lowering springs, maybe with a body kit and spoiler, weaving in and out of traffic and revving at anyone who looks at you. But if you happen to get caught up by a cop, be prepared. I drive a fairly modified 93 Del Sol Si, and if I get stopped, I understand I can lose the car. Again. I've been pulled over, handcuffed and searched three times, in three different cars, I've had to walk home after having my car towed. And the tickets suck. But, thats the price we pay for our cars. Best advice is to fly under the radar-if you don't want to be labeled a "ricer", don't drive or look like one. Just keep your car stock, put on some nice rims, and drive safely and the speed limit. It's getting old when everybody has a story of "the corrupt cops picking on me". Why? They're not picking on you- you made yourself a target! Good luck!
