Mini-me doesnt rev past 5500?

Mini-me doesnt rev past 5500?

What could cause this? The car is a 92 si hatch, all the wiring for vtec is there, all plugs are plugged in, and its got a p28 ecu. Its not throwing any CELs either. Could the vtec solenoid be bad or something?
