I'm having a similar problem, but with a 93 EJ1. My headlights work fine and my brake lights come on when the brake pedal is pushed, but my dash lights, corner lights, and tail lights don't come on.....at first. Sometimes it takes twenty minutes to half an hour and tonight my wife and I went out to eat after work and I left the combination switch on in the first position. It took until we were almost all the way home until they came on finally, the time span was three hours.

When they do finally come on I can turn them on and off no problem. Also, using the turning signals will make them go off and back on.

Could a combination switch problem do this or would they just not come on at all? Any help would be appreciated.

I would test the combination switch as you mentioned.

Also try this: Pry the dimmer switch out of the dash and unplug the connector. Does this make the lights work, with the exception of the dash lights?

Thanks for the suggestion Ron, I'll give that a try.

So, I figured I would report back in case there are others out there that are having the same problem, plus there are so many people that ask questions and then never give an update to let people know what they did to fix it.

It was definitely the combination switch that was causing the problem.

When the lights weren't coming on I could push forward on the switch and they would immediately come on. While the car was sitting in the garage I got them to come on and then 'jiggled' the switch back and forth, not far enough for the brights to come on though, and I could see the lights kind of pulsing as I was moving the switch.

So, if you're headlights, brake lights(when the pedal is pushed) and blinkers work, but no other lights do...check the combination switch.
