Default 95 civic ls swap suging idle

I recently put a obd1 ls swap in my 95 civic ex. It ran fine when the motor was pulled but once i installed the swap it has a surging idle. I have no vaccum leaks, have bled the cooling system and when i plug the IACV hole in the tb it stops hunting, untill the car warms up then it continues to surge idle. I swapped out the IACV and still the same problem. Not sure where else to go besides replacing IM and TB gaskets. Any other suggestions? Thanks

I assume your using the OBD1 P75 ECU? Any CELs? Looks like you have checked the IACV. I would suggest cleaning the FITV. Its on the bottom of the Throttle Body. My idle used to surge when engine was cold and cleaning the FITV took care of it.
