California State Ref ticket

Default California State Ref ticket

Hi All,

I have a 1995 Honda Civic EX coupe with a 1990 JDM B16A converted to obd1 to match the car. I got pulled over for no front license plate and the CHP made me pop my hood, he wrote me a state ref ticket for emissions because of no CARB sticker on my intake(I left it there until I was able to find a fitting stock intake, should of done it sooner). So my question is, if I put the stock intake back in and take it to get inspected do you think it will pass? if not what would prevent me from doing so? What other information do you need to know? For example I have a chipped P28 with the B16A bin flashed on it, should I switch it back to the stock D series ecu? Also does anyone know much about these tickets? Can I just pay a fine because I heard my engine needs to be same year or newer to pass.

You'd need a USDM P30 ECU from a B16a Del Sol. You'll also need all USDM emissions equipment.

Sorry to inform you, but they won't pass you or let it go until you're up to spec.

Yes, I found out that I need a evap canister? A few people I've talked to said that I need to use the cars stock ECU(P28), you're the first to say it needs to be the B16a's ECU. This is pretty crazy, there's so little information about state ref tickets and what the rules are...

You will need the charcoal canister, yes.

You're running a B16a, so you need a B16a ECU. The Del Sol was the only OBD1 vehicle in the US to receive the B16 engine, so that's what you need. A USDM P30 from a Del Sol. They will not pass a JDM P30 ECU (Small box) or a P28 ECU (For a D16z6 engine).

How about if I rechip the ECU so it acts as a P30? Can they detect that?

I guess you're not understanding. If it doesn't say P30, they won't pass it. If you want to chip an ECU with a P30 program and fake the sticker, good luck with that.

No I understand, I just didn't know that they actually LOOK at the ecu...

This can go good or bad depends on how the ref is. If all he wrote you up for was the Intake and that is all the state ref is going to look at than you should be good to go by changing to a stock intake.

However this is probably not the case when you actually get there. He will run a full check on your car. Knowing the motor is a JDM motor he will look over everything. Last time I checked the motor has to be from your year vehicle or newer. So for instance if yours is a 95 civic you can only use 95+ engines. Now for the other thing. If you use an engine from a 98 integra all smog related devices, engine, wiring, ECU has to be for the 98 integra. Everything there is no fooling the state ref. He will look over everything in the car. Sometimes you may get the nice one and sometimes you might catch the guy on a bad day.

Some things I noticed, the "year" located on my engine is actually on my head. If I change my head to a new model like say 95 or newer will that work? I don't know if it will even mater seeing that the engine is still JDM...I used ALL the emission devices for the engine of a 99 civic si which has the OBD2 version of my engine.

So glad I didn't deal with "ref" when I lived in the Bay area. Kept my license, plates, and registration in another state. Told any cops that I was visiting for a couple months

Man wait for the fine and make payment arrangements or pay it off don't go to ref its more hassle than its worth

Do that and you WILL get flagged eventually for the test only centers when your registration is up. Do it right the first time.

Just to give you guys an update. I just paid the bail on the ticket, it was $420. To get the car up to spec to state ref it would cost me $800-$900. I made my car look more stock, been pulled over three times since and had my hood popped twice, they didn't do a thing. Couldn't tell that it wasn't stock.

getting orders to new york ima have to deal with the cops alllllll over again im so glad military does not have to change plates i would be sooo screwed lol
arizona has nada emisions thank god both my cars would be worthless to even atempt to rescue to the oem emmisions system

mines was modified emissions ticket on my old civic.. no carb on headers intake... no cat straight pipe exhaust was too loud and no front license plate... the modified emision ticket cost me 816 bux
