This is going to sound rudimentary but drive your car up onto a set of ramps. Wipe the area clean with a rag, then start er up and look to see for sure. other option is to spring baking soda or power around the area and fire it up fora minute or two and then kill it and crawl under there and see where the leak is then you'll know how to start approaching the repair.
It is either the oil sensor o-ring or the oil filter itself. Yes the filter has a rubber seal on it and have been known to leak. If you do an oil change that might fix the problem. Are you sure that the oil filter is on the engine tight?
Not sure on the 99, but 93 EX had an oil cooler on the back of the block to which the oil filter mounted. I had to replace that seal once to fix a leak. As everyone else said, best thing to do first is clean the back of the block (power wash, engine cleaner and hose, degreaser and rag, whatever), then run it a while or drive it a bit, get under it and trace the leak. If you don't have a manual for it, Majestic Honda's exploded views on their parts site can help you identify what other seals might be in the area.
