Default all of a sudden i cant read my c.e.l. codes, why?? (obd-1 conv. crx)

ok the car is a '90 crx dx, with an obd-1 conversion. motor is a d16z6, with obd-1 v-tec sol., dizzy,injectors...and a chipped p28(by xencron) ecu.

well i bought the car as a rolling shell and wanted to go obd-1 so i dont have to deal with the smog police out here(sd ca.)

the car has always had ecu codes (c.e.l. on) and i would always be able to check the codes by grounding a brown(maybe tan?) wire that is coming from the ecu harness... i ground the wire and the c.e.l. light flashes what code i would have (mostly been code #41)

since ive always had code #41 (and car would cut out @4k rpm) i got enough cash to replace my oxygen sensor.

i pulled the neg. batt. terminal and replaced the oxygen sensor, the re-connected the neg. terminal.....

now:

c.e.l. light stays on (dash cluster)... now when i use the same brown wire to check for codes, nothing happens? (c.e.l. light just stays solid) and brown wire is snuggly connected @ ecu harness and i know im using a solid ground!! (btw now i can only get the car up to 3.5k rpm???)

1) why would the wire stop working?
2) also what can i do to check my ecu codes??

3) also any1 have any idea why the car will now only rev to 3.5k rpm since i replaced the oxygen sensor??

any help is greatly appreciated, thank you!

Unground the CEL jumper. The CEL will only flash if has a code set. If you have no codes and its grounded it will stay on.

I un-grounded the jumper wire (cel still on) when i re-ground the jumper wire...same results just solid c.e.l.

plug in another ECU and see if you get issues. Solid CEL can mean bad ECU

x2

also check the wires on the plugs goin to the ecu, they could come in contact if theyre damage causing the cel light to stay on.
