Rear Seat Rust

Default Rear Seat Rust

So I pulled the carpet out of my 90 HB, it has been leaking ( through the taillights, fix to be installed tomorrow.) anyways the carpet was filthy, the previous owner treated it like , well you know. So I pulled hte carpet out of the hatch area, and off of the back of the back seats. I noticed that the seat backs were rusty.. mostly surface rust. So my question is this normal? the car really does not smell musty like it has had water in it forever, and this is the only rust I see,, so do these things rust, should I take the time to strip the seats completely and paint the backs, frames, etc... or what? Or is this normal and I should just thrpw the carpet back in..

Advise is appreciated

yes its normal, pull the foam and fabric off your front seats, ull see that its rusty also. just age i think.

Thanks for the answer, I have no time, so I will just cover it all back up.
Bye the way, the homemade gaskets sealed up the leak from the taillights nice
