They are two totally different things. You cannot compare one to the other. I think you should do a bit more research into what it is that you are asking.

Individual throttle bodies... aka ITBs are, in the case of a 4 cylinder, 4 separate throttles that are connected to the cylinder head to feed each cylinder individually. They are a type of intake manifold.

This is a pic of the individual throttle body manifold that I made out of a set of sport bike throttle bodies.

Where as a cold air intake is a tube that feeds cool air to an intake manifold. Sometimes from outside the engine bay. In this image the CAI is the 3" aluminum tube that is connected to the throttle body / intake manifold.

Note: You can also use an air box and CAI on ITB's as well.

In my opinion, a purpose built N/A motor with ITBs. Would perform and sound better than a cold air intake

ITB's are going to create more power and can be driven daily but only if you have a tuner familiar with ITB set-ups. I would recommend a cold air intake for any mild/stockish street car

ITBs require you run a fairly aggressive cam otherwise the cam instantly becomes the restriction in the engine and you won't notice a large gain. ITBs do great with the proper setup though and can even help get a smoother idle when running a large cam.

Get both.

Make a plenum/air duct for the ITB's.

I think that part may have already been done prior to the original post...
