What exactly is wrong with them? Dirt? Soapy water and a finger nail. Oxidization? Buy a kit to remove oxidized headlights from Vato Zone for $25. Works like a charm.

most likely they can.
at autozone theres this thing called nvrdull, u can use that to clean ur headlights.
