"Red" connector for the air bag

'93 civic EX...5-speed.
My cruise control is not working..I am starting to troubleshoot the set and resume switches in the steering wheel. The manual I am using says to connect the "red" connector on the air bag plug before doing anything with any of the SRS wiring and the SRS wiring is all though the steering wheel. The cover that holds the red connector is gone and I am guessing the red connector along with it. (it was this way when I bought the car).
My question is, what does this "red" jumper do?? is it safe to toubleshoot the cruise control switches with out installing this red jumper?? Any othe way around this...I am guessing it jumpers out the air bag itself...
Any suggestions??

The red jumper makes the SRS computer think an airbag is still installed. With it plugged in, you can turn the key on and do testing without throwing an SRS light. If you can troubleshoot the cruise with the airbag still plugged in, you should be fine. Otherwise, you can install a 10 ohm resistor between the connector pins and that will work. Obviously, do not probe any wires that are sheathed in yellow while you are troubleshooting...

Maybe I am reading it wrong, but it says to put the red connector on the air bag...not the harness going to the SRS computer?? Its say to put the connector on the air bag and keep it there if you take the air bag out....
Am I reading this wrong??? What if I take the air bag out if with out the connector on it??? Or will the 10ohm resistor work on the air bag???

The connector is for the bag. Like to keep it from somehow getting shocked and exploding.
The resistor makes the SRS system think the airbag is there. There are wright ups about it and how to clear the light on the dash. I'm seeing 2 and 2.2 ohm resistors used and nothing about 10.

With that said...is it safe to pull the air bag and put it aside with out putting the red connector on the bag connection?????
I want to pull the air bag to double check the connectors for the cruise control set/resume switches...
