did you just get the car? maybe you dont have the right ecu. needs to be a p2t or p30.... could be a few others but those are the only b16 ecu's that i know of. if you have something like a p05 v tec for sure wont work cause its not a v tec ecu. plus v tec only works when the car warms up so maybe some type of temp sensor that might not be working???? just some helpful info

what chassis, ecu, etc? speedo working? enough oil? wiring? i believe theres a thread/sticky on here that has all the common issues associated with vtec. an easy way tho to see if the solenoid is even good, would be to hook up a power switch to solenoid. use the single gray clip/plug. when car is off.just touch a wire from the positive terminal to the clip on the solenoid side. it should engage when you touch the wire each time. it'll make a clicking sound. then work from there. like i said, look for the thread/sticky.

did you check oil like haas said. if it is good then you might have an oil pressure issue if its not sensors or ecu.

check ur speed sensor or maybe its dirty take solenoid out it has a little screen on there if its dirty clean it hope that helps

i actually read the post and i dont think ive ever conidered motor oil to be vtec fluid, im going to say that next time i go to a meet/ show /yell anyone got 5w-30 vtec fluid? im running low!!! maybe a wire got sipped or your ECU is shot?
