1999 civic si Wont start after break in

Default 1999 civic si Wont start after break in

yesterda evening some idiot decided to break the ignition(well they tried so upon giving up) they removed the screws that hold the crank piece(white in the pic) I believe they pulled it and as they did that the negative cable snapped and caused a electrical short out. This is my problem, i connected the negative cable again and tried to cranking the car without a success. No dash light or fuel pump. headlights do work with turn signals before going to buy parts i notice the ign1 40 amp fuse under the hood is burnt. Can this be causing all these symptopms?
