Default Ignition Timing Issue

The engine is a '96 B1, and the car is swapped with OBD0 wiring and PR4 ECU. When I did the swap the harness I had was hacked up beyond repair, so I bought another unmodified harness that matched the body of the car. I also bought another TD23 distributor that had been modified. The plugs were swapped with plugs that matched the harness for my car (old harness had plugs cut off and plugs that matched the distributor put on). I installed it and put the distributor in the middle just to start with. Started and ran poor, worse when warm (rev up extremely slowly). Jumped the service connector and adjusted distributor. I currently have it set to full advance, which is the only way it will run. Timing light shows it at the first red mark on the pulley. Distributor in the middle shows it at the white mark. I verified cam timing was correct (white mark on crank at arrow with both cams pointed up). The harness and distributor were in use in the same setup with someone else and worked fine. Is it likely the distributor was damaged in shipping? I have yet to try and swap plugs to my old distributor and see if that works. Tried two different cap and rotor combos (both new). Only thing I haven't changed are the plug wires, but I don't think that's it. Sometimes it will throw a code for O2 sensor, but the sensor is fairly new and wasn't having any issues before the harness swap. When the light is on, the car will barely make it up hills at cruising RPM. The car made better power with the old harness, but the tach and cruise didn't work, and it burned up ignitors every so often from a likely short somewhere (cleaned up the splices the best I could and it was better but not right). Any ideas? I kinda want to convert this harness to the TD23 plug the right way so I can use my old, known good, distributor, but I can't find a diagram anywhere (TD03 -> TD23)
