I have a 93 civic and when i turn the steering wheel the wheels dont turn and it sounds like the gears behind the wheel is not grabing. I took the steering out to check the teeth on the steering wheel and the column and everythings fine.

 

It sounds like your rack and pinion may have gone out.

Bump for someone who has more knowledge and excperience.

 

I just changed it, its brandnew.does the SRS have something to do with it. how about the cancel sleeve.
