Spark plugs and wastegate, for smog.

I'm having a bit of a problem passing smog. My HC, CO, and NO was a bit over the max limit, probably running a bit rich. I was wondering if a spark plug's gapping could affect how rich or lean my engine would run. When I was smogging the car, it ran on the stock ZFR5F11 plugs with a factory gapping of around 0.040. Now I am running on the recommended BCPR7ES plugs which are factory gapped at 0.028. I know I should run the colder plug for better performance but for smog should I be running a hotter plug or a colder plug? What size gapping should I be using?
Also I heard that you can zip tie the waste gate to stay open so that the car is not able to boost during smog. Does this really help? If so, can someone tell me how to do it?
