Icon3 Top to bottom rebuild results in a troubling noise...

Just finished a bottom to top rebuild (minus rotating assembly) on a stock 92 H23. We now have an odd rattling noise coming from the distributor that resonates accross the entire motor. Idle is a little jumpy but strong. At operating temp, the car idles in spec at around 750 rpms. Although, the timing jumps +/- 2* around 15* mark on the flywheel. Upon removing the distributor, the end that goes into the exhaust cam can fully slide side-to-side across the roll pin. It can also rock back and forth a little. It spins freely. We came to the conclusion that it could be bad bushings.

Also, could the timing belt tension cause this?
