anyone in the delaware area know where to get an ecu flashed?

These cars don't get "flashed" per say, and there are lot of tuners in DE,MD,PA area.

i installed a mugen chip and i feel no difference at all i was wondering who can or can at all like re write the chip to be more agressive

You need to get the car tuned if you want to reliably see any performance gains.
Throwing in some chip that wasn't made for your setup can get you running either run too rich or lean.
I don't care if the chip says Moogen or Spewn... it wasn't a tune for your car.

i have the car tuned and have the vafc just threw the chip in a extra p28 a had laying around just for fun i run a pr3 that stomps the p28 any day

Well, not sure what your question is then.
The only way you are going to get a proper chip that is more aggressive is by going to a tuner and having them put the car on a dyno and write that custom tune to a new chip.

Or you can learn to tune yourself and drive around with a laptop.

You can't just "rewrite" a program for more aggressive. It really depends on your engine and setup.
