rpm jumps at decelleration

hey so i have a 94 del sol with a gsr swap with all new gaskets and there are no leaks vacuum and all and with a new kragen distributor, wires and ngk plugs, and fuel filter.engine is brand new and all the wiring has been checked and the engine bay tucked becuz the car was just fully apart. im also running a 4 channel amp. when i'm driving around the car wants to die at stops but kicks up, and this is only when the fan turns on. also on brupt decelleration the rpm jumps like 500 and no im not down shifting when this happens. so tonight i did a valve adjustment and lightly sanded down the rotor cuz it already had some brown and i lightly sanded the distributor points. the distributor only has 90 miles on it along with the engine, so i dont understand why the rotor is already worn like that and why the car is acting as it is. im going to check on the rotor and cap and connections tomorrow and if i cant fix it then ill just take it to kragen and get a new one, thumbs up for lifetime warranties. so ya what do you guys think.
there are no cels. so i got a new dizzy and it didn't help but here's a better description of the problem. when im going down a hill at like 25mph in 3rd gear ill let off the throttle and it just bounces around like from 1 to 3k and the check engine light keeps flashing like its turning off. o and also one thing, its im running single cam injectors untuned.

I say change that dizzy before you expect an answer. Kragen sells refurbished parts, and you wouldn't be the first person to get a bad part. Take it back and get another, or get your money back and find a good used OEM one off craigslist. Any CEL's?
kinda sounds like ur idle is to low, and the ecu is compensating for it. in my experiance the igniter or the white thing with 4 wires in the dist generally makes the tach jump around not the engine. i just bought a new refurb dist from autozone (lifetime warranty) and it did this (95 gsr) so i just swapped the igniter in from a obd 1 sohc non vtec dist, and the problem was solved. good luck
