Mkay, I need to lower it... some
Have a stock 97 del Sol Si. It's the start of a project. I want to lower in a bit... but I don't want to slam it. Maine doesn't like slammed cars. Maine roads suck, so ride heigth needs to be reasonable.
Is there a near OE rated spring that drops 1 to 1.5 inches? Do we have the technology to shorten my OEM springs, by say, cutting them a little?
Looked at some H&R and Eibach springs, but to get the drop I would like, I have to chose higher rates. On our local roads, the car would probably log way too much flight time running a tighter set of springs like those.
Any ideas/help would be great.

Look into something like Ground Controls or Tein, HR, or some good brand of springs. Don't waste money on eBay coilovers, you'll regret it.
Since the roads are real bumpy, I'd suggest staying away from Skunk2 coilovers. Not knocking them, but I had a set and they were really stiff and the vibration stank. They'd be good on a track car, but not on cruddy roads.
