Default Power Steering Pump or Pulley?

Hey guys, I am trying to figure out how to determine whether I need to replace my entire power steering pump, or just the pulley. When my car is idling, or running at all for that matter, the pulley looks wobbley. It does not appear as if it is spinning properly. I know I either have to replace the pump, or the pulley, or possibly both, but what concerns me is that my power steering works just fine. Is it safe to assume that since the power steering is working properly that the pulley is just bent, and ONLY the pulley needs to be replaced?
