IM THINKING ABOUT BUYING A 1997 CIVIC HB.. IT HAS A B16A3 OBD1 SWAP FROM A DEL SOL .. NOW THE QUESTION IS .. CAN I GET THIS TO PASS INSPECTION WITHOUT AN ENGINE LIGHT.. CAR HAS OBD1 INJECTIORS, DIST, ALT. ON A SPLICED OBD2 HARNESS ..WITH A OBD 1 JUMPER..

If your state's inspection consists of plugging a scan tool into the obd2 data port, then no, i don't think it would pass. I don't have personal experience with this though, never owned an obd2 car.
YES IN NJ THEY DO.. BUT I WAS TOLD NOW IF JUST TO PASS.. I USE A OBD2 LS ECU.. THE 2 CODES ARE SECONDARY O2 SENSOR AND THE MOST IMPORTANT CRANK POSITION SENSOR?? WHICH OBD1 DONT HAVE NOW CAN I BYPASS THE CPS
Run and OBD2 USDM '96 - '97 Del Sol VTEC ECU (OBD2 P30) (remember that JDM OBD2 ECUs will not communicate with a scan tool. Perform the CKF fix shown here ---> http://technet.ff-squad.com/ckftrick.htm
Wire in the seconday O2 sensor. Provided your state doesn't actually check to see that the engine is older than the car it should pass just fine
