Default CEL 1362 replaced twice wtf?

Im posting this for a friend.....He says the car will only go 25 so im figuring it is in safe mode. He told me he is throwing cel 1362 but he just replaced the tdc sensor twice. Any ideas? As of now this is all the info i have.

whats ur friends vin? i can send you a service bulletin that fits for some of the 01 civic ex's...pretty much says it may need a cylinder head due to too much camshaft play. also i can send you a troubleshooting for a code 1362 if you like lmk

MIL Is On With DTC P1361 or P1362
(Supersedes 01-083, dated September 4, 2001)
SYMPTOM
MIL is on, and DTC P1361 (TDC sensor intermittent
interruption) or P1362 (TDC sensor no signal) is set, or
the engine makes a rattling noise.
PROBABLE CAUSE
Excessive end play in the camshaft.
CORRECTIVE ACTION
Replace the cylinder head assembly.
PARTS INFORMATION

Head Gasket: P/N 12251-PLC-004, H/C 6450621
TDC Sensor: P/N 37840-PLC-006, H/C 6468961

Out of warranty: Any repair performed after warranty
expiration may be eligible for goodwill consideration by
the District Service Manager or your Zone Office. You
must request consideration, and get a decision, before
starting work.
DIAGNOSIS
Remove the valve cover. Check the camshaft for
excessive end play. The maximum allowable amount of
end play is 0.5 mm (0.02 inch)(see page 6-40 of the
2001–02 Civic Service Manual).
• If the end play is more than 0.5 mm (0.02 inch), go to
REPAIR PROCEDURE.
• If the end play is less than 0.5 mm (0.02 inch),
proceed with normal troubleshooting.
REPAIR PROCEDURE
1. Remove the cylinder head (see page 6-30 of the
2001–02 Civic Service Manual), and discard it.
2. Inspect the TDC sensor and the timing belt covers
for damage (see page 6-57 of the service manual).
Replace any damaged parts.
3. Install the new cylinder head (see page 6-50 of the
service manual).
4. Check the engine oil level; add oil if necessary.

5. Do the Idle Learn Procedure:
• Make sure all electrical items (A/C, audio unit,
defogger, lights, etc.) are turned off, then start
the engine.
• Let the engine reach its normal operating
temperature (the cooling fan cycle twice).
• Let the engine idle (throttle fully closed and with
all electrical items off) for 10 minutes.
6. If you are working on a 2001 Civic 2-door EX, do
the Cruise Control Learn Procedure.
• Drive the vehicle, and set the cruise control
above 40 miles per hour.
• Continue driving the vehicle for 5 to 10 minutes.
NOTE: You can use a smog/chassis dynamometer
to do this step instead of driving the vehicle. Do not
do this step with the vehicle on a lift.

thanks looks like this will be a huge help.......is it common for it to go into safe or limp mode bc of this? and is it common for this year civic to need the whole head replaced....thats crazy to me I have owned many hondas nothing newer that a 98 and have never had to replace the head especially on such a mild motor.
