Default D15b7 on P06 in EF help me code scan

Like the title says I have an 89 std hatch with a D15b7 running on an ODB-1
P06. I swapped it myself drove it a 100K and loved it. It has always had the seemingly common idle problem of varing between 1050 and 1400 this is no bother to me but, the Washington state emissions people don't like it at all and I need to pass emissions. My CEL has never turned on to warn me of trouble but turns on normally when I start the car. I wonder if the wiring conversion has rendered my CEL useless or do I just not have a problem at all besides the horrid compression left on my motor after pounding on it for a 100k. To get back to the point the test tool for the car does not fit the ODB 1 ecu port (obviously) how do you code scan an ODB 1 converted and repinned EF. Spare me the slams I have attempted to search the archive but the link at the bottom of the main page redirects me to the main I belive because I am a trial user. Can anyone help?

You have to hook a wire up from d4 to a ground to get the CEL to flash on the dash.

Thanks got the idle settled down. Failed on hydrocarbons back to the drawing board.
