Default Please help.

Okay, my 96 prelude has been acting wierd latly.

WHen i first start car up, it idles bad ( intermittent ) The " Main Relay" under the driver side dash clicks, everytime it idles down. Could this be the problem or could there be something cauing the main relay open and close

If your interested in what its doing
When you start it, it clicks roughly 10 times at that wierd idle, Check engine light is off untill 10 clicks are done. then CEL comes on. Well I cant pull CELS it wont talk to ecu so im stuck doing this old school. After the CEL comes on, I cant go past 3,000 RPMS or it Pops and Backfires like no tomorrow.

The code scanner cant talk to the ecu. I dont know how its not, im using a extremly expensive snap on scan tool at my schools ( ASE SHOP ) So its an electrical problem.

Heres how it plays out. With key "ON" Theres no CEL and no Codes.
With car first started up theres no CEL or Codes in Scanner

After the 10 clicks the CEL comes on but it cant identify ecu or read codes.
