Default Restoring Mudguards

I might be buying some used mudguards off this 99 Civic for my car, however, one is like shaven. It's pretty much peeling. I dont know how it would be, but my question is how would I restore these? If its even possible

I don't know exactly what you mean but my advice would be to pass on them.

If you get them anyway you're best bet would probably be to sand/dremel the destroyed parts and smooth out what's left. Try to even the opposite guard out as well.

Sand them out or buy new ones.

But 99-00 rears are very hard to find.

How would you recommend sanding them? Wet sand? High grit? and then repaint with what?

and yeah, they're discontinued which is why I am afraid of passing them up

Wet sand.
High grint.
Dont paint.

BUY THEM ASAP!!! 99-00 mud guards are really hard to find. 96-98's are a dime a dozen though.

Dude, are you sure I shouldn't paint? Obviously I want that OEM flat black look, but will that "smoothness" be there after wet sand

You could do whatever you want. I wouldnt paint them because they are flexible and most paints tend to crack when they flex.
