Icon6 Oil in spark plug tubes

I have a 96 LS Integra. I did a valve adjustment on it and I ordered a non oem valve cover gasket set off ebay. Main perimeter gasket 4 spark plug tube gaskets and the grommets. But I think I threw away the washer that goes on top of the grommets. Or are they one piece? I used honda bond on the 8 corners and I used some on the spark plug tubes the second time around and it is still leaking.

So my question is are the washers removable on the grommets?
if so
I need to hit up a junk yard..

you spark plug grommets that are between the underside of the valve cover and spark plug tube. get a valve cover set. and replace them..
