Default obd1 b16 idles high

ok so im running an obd1 b16 in my 88 dx hatch. i have no vacuum leaks and i double checked timing and its fine. dizzy is sett in the middle. im running an s300, so when my idle was set on normal, it would idle up and then back down between 1k to 2k. after lowering it down to close my IACV, it idles steady now but at 1500K.. My idle screw is closed all the way and when i open it i idle higher. the only thing that lowers my idle is when i turn the dizzy all the way towards front of car which still leaves my car idling like at 1100. what else can it be? what else can i do?

has it always done this? does your throttle body have a thermo fast idle valve? If it does i have seen a few of them stick open. causing high idle all the time. Is the coolant level good?
