Default converting d16y7 to obd1.

so i have been building up parts and doing alot of research about this swap.
so far i have a complete manual y8 intakemanny including the 2wire iacv and throttle body. i also got a p06 ecu for the and the obd2a-obd1 jumper harness.
*so when i complete this swap some people are saying that i must set my timing 14 degrees btdc. is this a true or false statement?
*also when i go to obd1 am i still able to use ac? the car i removed the ecu from had ac.
