Rad Ac Fan

Just got the car and we notice that the ac fan turns on instead of the rad fan. could that be wiring or the fuse?

show a picture of what one turns on. Cause the fans are RIGHT next to each other and from what I know have the same CFM so it shouldnt matter really.
