My car has been bogging lately with idle surge. After a few restarts and reving the car feels like it's putting itself in limp mode (no CEL)

When the rpms surge it will not drive correctly and just bog the crap out of my car.

After a few restarts and revs, the ecu or something kicks in and starts to idle at 1100rpm consistently with no surge and drives fine from there. Althought it does feel slower than normal which is why I mentioned limp mode.

I'm hearing a hissing sound (sounds like SRI but no where near the SRI filter lol)around the throttle body and I think this may be the culprit. However I can't pin point the location of the sound and I don't know if it's because of another part.
