Well if it's chipped for an H22 and VTEC is not disabled, then it's probably looking for VTEC and not finding it. A VTEC diagnostic trouble code could be why it's falling on it's face when you try to give it gas. I would have the ecu chipped & tuned for a non VTEC H23. That could probably solve both of your issues.

If you have it tuned and it doesn't solve the surging issue. You should take a look at your vacuum lines and check for leaks. As well as clean the IACV and check the wire connection.

Icon6 Find a P14 or tune your chipped P27.

If your P72 is chipped and tunable then you should be able to use it. After you find a friend/tuner to disable VTEC and re-tune it for an H23. Or if tuning is not an option you could find a stock OBD1 H23A1 P14 ECU.

Ebay Item number: 140344496510 = 37820-P14-A11 M/T ECU $139.00 or best offer.

I ran my F22B2 SOHC non VTEC with a chipped and tuned OBD1 P72 for a year. It all depends on the tune(r).

ohh okay yeah..i dont think tuning is a good option for me ryte now..lol cuz wen we did the motor swap we js taped up the vtec plug in and its like a wire straight to the ecu..so basically being that my ecu is for vtec thats was causing my h23 to not run properly?

Or just get a p14 5spd ecu. They're pretty cheap.
