94 civic wont rev over 3500rpms

i swapped a y8 engine into my cx civic. Carter at Pete Stop did the wiring harness and the car is running on a obd1 ecu non vtec. o2 sensor is not hooked up(he said it would be fine)also i have no IAT sensor. the car runs perfect and goes to redline for about 10 minutes and after that it wont go past 3500 rpms..i disconnect the batter and ecu for 5 minutes and after that it runs fine again for 10 minutes..so what could be my problem?

so i added some more oil in the engine.my fuse for the ecu was a 10 and its supposed to be a 15 so i put a 15 and the car drove great for a whole day.today it drove fine till about an hour ago and started doing it again. need help fixing this. also Carter at Pete Stop said to disconnect the IACV when i first start the car because if i start it with it hooked up the car goes from 900k rpms to 2200rpms alone..he said to connect it back up when the car is to its regular temp.
