86 CRX as a gift from a friend... or is it?

I am picking up an 86 CRX from a friend of mine next weekend... it has some axle/front fork damage from hitting a curb but is in otherwise outstanding condition. Here is the problem.
Has clean title, not in his name, but the second owners name...
Has not been registered since 2001...
I live in California LoL...
It smells like wet *** inside...
How do I register this thing, or do a title transfer/renewal in my name? I had hoped that Cali had a 5 year forgiving law that allowed for all penalties and fees associated with a car to be waived etc. I will be getting a proof of purchase/receipt from my friend for the grand total of $1. For the experts out there, I fall under the Soldier and Sailor relief act and can successfully register the car in Texas if I wanted. Anyways, any help would be GREATLY appreciated. Cheers!!

could you bring her back to life? sure, but why not start with a better example and use that free one for spare parts if you want a nice crx
Not sure about in CA but in WA I had a truck that didnt have tabs for 5 years and I had the back registration waved due to the fact the vehicle did not run.

The car itself is immaculate except for some paint fade, one small dent and bent suspension (cheap fix, the local junkyard has six of these with plenty of parts still) I'm a little giddy about owning a CRX, this will be my first out of 9 previously owned Hondas...
