Would seem that your tach in the new cluster might be bad.
I believe every CRX/Hatch/Sedan came wired for tach no matter what trim.
Swapping clusters should have done the trick for you... well, unless your tach wire has broke somewhere.

Make sure you have that blue wire going to the tach location.
If you know how, do a continuity check with the blue wire on the distributor.

I would bet on a bad tach, they're pretty easy to screw up. If I remember right the tach alone is pretty easy to replace without replacing the whole cluster, it just has a couple of screws on the back. The screws double as the electrical connections for the tach so you may want to make sure those are tight and none are missing. But do check out the wires and connectors at the distributor, really just look for anything that looks like it's been tampered with or doesn't look like it's in good condition. There's really not many reasons that there wouldn't be continuity between the tach and the distributor.
