Icon3 9.8 compression on hybrid planing to turbo?

I currently have a 18b/b16a ls/vtec it is currently running hot and i can feel the pistons air punshing up when the car is running and the oil cap off ( is this the piston rings gone?). Besides that im planing to rebuild the block with eagle rods, cp 9.8 compression acl main/rod bearings, arp headstuds/rod bolts, type r oil pump and gsr water pump and new head gasket. Also upgrading all feul components ( aem pressure regulator, aem rail, in pump tank walbro ). How will it run before turbo? and how much boost can i handle and be reliable at that compression, and my goal is 250-300 whp. Is it possible with the biult block and a stock b16a head. Or would the head need a p&p and 3 angle valve job with duel valve springs and retainers.

leave the head stock unless you feel like putting alot of money into it. dont forget the head studs. and injectors

edit: you already mentioned head studs
