Default d15b7 cam timing marks

theres 3 lines on the cam pulley and a plastic pointer. is the 2 horizontal lines suposed to line up with the head? or is the 1 line on the bottom of the pulley suposed to line up with the marker? right now the lower line is dead on the pointer but i can get my ignition timing marks to line up.

You line up the two horizontal marks with the cylinder head surface, the UP should be up.
