Pump/Sending Unit might be bad. I would check the wires at the Main Relay to see if you are getting 6 or 12v there.
Here are some diagrams to help you.

Was it giving you the same voltage with the old wire harness?

no i don't think so, i ran the pump straight and it turns on fine but isn't the resistor box only supposed to allow 6v to the injectors and then 12v to the pump that is what is bothering me. i have been looking for a wire diagram with voltage readings but nothing.

At the resistor box you should have +12v going into it, and about +5v coming out. Are you able to try another resistor box by chance?

also the guy who started this also went 90-91 on everything instead of keeping it 88-89 and i have changed relays and i get 12v going in the relay but nothing coming out. i don't get all 3 clicks out of the relay.

The red wires supply the power to the injectors, the yel/blk is the constant 12v source. Measure the voltage before and after the resistor box

What kind of injectors do you have? Are you 100% sure they are obd0 injectors?

12v before and 12v after and this guy just told me that they are obd0.

i don't think so, how can i have 12v on the yellow/black wire and then 12v on the red/black wires. it shouldn't make a difference if the resistor box is from a DA, or EF? would it?
