4.9 FD in D15 non vtec?Is it a good start?

Hi,i have a civic 97 sedan with a d15z4 non vtec engine and i'm interested to change my FD from 4.25 to 4.9.Is it good for a 400m?Note that my engine is stock.Light tuned like sport air filter,exhaust and iridium spark plugs.
it should feel pretty peppy with that FD. also realize you're going to be reving pretty high on the freeway!
i don't know the ratios in your current trans, but if i were changing the final in my transmission, i would just build a second trans with more optimised ratios throughout, then swap it in.
