Default Rear caliper e-brake locking up (DA Integra)

Cliff Notes Version: E-brake lever on top of right rear caliper locks up rotor by only slightly turning. Could the piston be stuck too far out?

I drive a 91 Integra, no ABS. Almost had a wreck when the brakes went out on me while traveling down a hill. Decided it was time for a complete overhaul. Rebuilt the front calipers, replaced the rears with remanufactured ones, installed new SS brake lines, replaced master cylinder and replaced the proportioning valve. Pedal feel is good with the car off. With it on the feel is okay but seems soft at the top.

Thought I would try them out on the road and went to adjust the e-brake. There is a lever on top of each caliper that engages a cam which pushes the piston out. On the left rear caliper it takes about a quarter turn to start dragging the brakes. On the right rear you can literally apply only a tiny amount of pressure and they lock up completely, you don't even have to turn the lever. It seems to drag too much on that side as well. Also, in trying to figure out what was going on I turned the rear caliper pistons to push them back in the bore. After doing this the pedal feel changes with the car on. It feels like a bunch of air was just introduced into the system.

After pretty much replacing everything in the braking system I'm thinking I got a bad reman caliper. I'm going to replace it tomorrow with another. Does anyone know what could be causing the e-brake to immediately lock one rotor like that? And should the pedal feel change after pushing the rear caliper pistons in some?
