Surging at 1500rpm

Surging at 1500rpm
b18b swap into ek. obd2 harness to jumper wires to obd1 box. I cant figure it out. It surges at 1500 rpm and only 1500rpm. once i get past that its fine. but only if i hold it there. all the wiring and tubing in in the right places. I just dont no what it is anymore.
