Need New Horns!!
Hella air horns are loud as hell. Or you could get a set of twin electric horns. Thats what I got and I think they are loud enough. Check this link out too.

I installed a dual air horn setup with the compressor in my integra.
They are made by the brand that makes Hella's air horns. While the horns are a great deal louder than stock, don't expect any 18-wheeler type tones (deep). They have entire compressed air tanks ready to feed their 18" to 24" long horns.
One other thing to note is: mount the compressor perfectly vertically, otherwise you may experience premature wear. This has happened to some people installing them in miatas.

You may want to check out GeeSeR's site to hear what the various air horns sound like. I plan on getting the triple air horns along with the Hella single air horn I already have.
