Default coilover blown

my buddies car has been making a strange noise on the drivers side front wheel area so we took off the wheels and the coilovers and found this. Is this normal? or could this be causeing the problem?

you should never test a twin tube upside down. flip it around and do it again. still, i agree with the others, that looks blown. even upside down there should be some rebound.
