CTR or ITR cams, skunk2 cam gears, higher comp Pistons, intake, good header, exhaust, skunk2 intake manifold (if ur going all motor), maybe MSD or something and a TUNE afterwards

if u wanna blow ur budget then get better valves, retainers and dual valve springs and throw in stage 2 cams

if the bottom end is in good shape, i think you should go with a properly ported head with upgraded springs, a big cam (within reason), ITR type intake manifold, a good tune and a nice header like SMSP. for 1500, i think you might have a tough time attaining your goals unless you can do all of your own tuning and headwork.

for what it's worth, and i hate using dyno numbers for anything other than comparing vs. a baseline while tuning...but, on jeff evans dynapack, my jdm gsr swap made 174/132 to the hubs with an apexi gt manifold to apexi n1, skunk2 intake manifold and power FC tune, nothing else.
