Icon2 Transmission question and shop recommedation

I own a 99 automatic prelude with 136k miles. My car is slipping from third to fourth gear. Will make it to fourth gear after a slight increase in the rpm. A local transmission shop is saying a need a rebuild, however in my research I have come across the fact that this may be a mechanical issue. I'm hoping it's a solenoid that has gone bad. I don't know much about this and really can't afford to be taken. Any advise would be greatly appreciated. If anyone has a recommended shop in southern California that would be awesome. I live in Long Beach.

Synchrotech-Transmissions, their sister company H&A has been doing the remans on autos for Honda for a long time.
