Default Boost Controller Issues (Greddy Prospec B Type II)

When using a Greddy Prospec-B Type II and an external wastegate (Tial/Greddy with top and bottom ports), how do you hook them up to the controller's solenoid?? The manual states to connect the pressure source (from the turbo) to the COM port on the solenoid, and the top part of the wastegate to the NC port on the solenoid. What about the bottom port on the wastegate? Do I let that vent to atmosphere?

So far the controller isn't working at keeping a steady boost pressure.. I go all the way up to 20psi where my ECU performs a fuel cut (for safety reasons).

Settings on the controller are as follows:

Set = 30%
Gain = 5%
SetGain = 10psi
Warning = 15psi
Limiter = 26%
