Lights on T-Bar..

Lights on T-Bar..
I have a 1995 Honda Accord wagon and am wondering if I have a wiring issue. When I am driving at night, I shift from Park to d4, why do n't my lights on the P, N, D4, D3, etc light on until i tap it? this a wiring problem or just a fuse?
